(1) There will be a District Youth Committee in each district for the purpose of conducting youth-related plans and programs at the district level.
(2) The constitution of the District Youth Committee shall be as follows:-
(a) A person selected by the council from among the persons who have passed at least proficiency certificate level or equivalent from a university recognized by the Government of Nepal and who have worked for at least five years in the field of youth protection, promotion or youth development and mobilization at the local level - Chairman
(b) Head of Women and Children Office - Member
(c) District Coordinating Committee Representative – Member
(d) Official level representative of District Education Office - Member
(e) One representative-member from among the local youth-related associations and organizations affiliated to the council. (f) Nominated from among the youth who have made special contribution in the field of protection and promotion of the rights, interests of the youth or social service - three members
(G) District Youth Committee Office Head - Member - Secretary
(3) The council shall nominate the members as per clauses (e) and (f) of sub-section (2) on the basis of inclusive principle and at the time of such nomination, at least fifty percent of women shall be represented.
(4) The term of office of the chairman and nominated members of the district youth committee will be four years.
(5) Notwithstanding anything written in sub-section (4), if it is found that the chairman or a nominated member of the district youth committee does not behave in accordance with his position or does not fulfill his responsibilities, the council may remove such chairman or member from office at any time. But he shall not be deprived of the opportunity to submit his explanation before being removed from office.
(6) The procedures related to the district youth committee shall be as prescribed.
(7) The office of the District Youth Committee shall be at the place designated by the Council.
